上海轨道交通出新规:禁止滑板溜冰鞋入地铁

中国新闻网讯)今后市民乘坐地铁不得携带宠物及未经全封闭包装的活禽,滑板和溜冰鞋等“新锐”事物也不允许进入地铁。记者昨天从地铁运营公司了解到,新版的《轨道交通乘客守则》(以下简称《守则》)将于本月25日起正式实施。针对轨交网络化运营中遇到的新情况、新问题,首次作了补充和完善。
在新《守则》中,首次明确表明:“禁止在轨道交通车站和车厢内使用滑板和溜冰鞋。”据了解,这是典型的对新事物的明确规范。记者了解到,2002年7月1日开始执行的《轨道交通乘客》守则是在2001年底2002年初的时候制定的,主要针对的是当时的一些情况。那时候折叠自行车、滑板、溜冰鞋等情况尚不普及,使用的人也很少,但现在这种情况却越来越普遍,矛盾也越来越集中。
地铁运营部门告诉记者,滑轮车、溜冰鞋进入地铁站台也是件让人头疼的事情。之前只是零零星星的有一些外国人踩着滑板车溜进地铁,现在则有越来越多踩着滑板车、穿着溜冰鞋的年轻人出现在地铁站内。据了解,地铁工作人员看到这样的情况是会上前劝阻的,但是很多人并不会听,等工作人员一走开便依然我行我素。但这实际上对安全是非常有影响的,不仅容易冲撞到别的乘客,万一不小心滑到轨道里,后果更是不堪设想。据了解,地铁服务热线每天都要接到至少两三个乘客反映这一情况。
此次新《守则》明确对这一类现象说“NO”,地铁工作人员有法可依,类似碰撞等危险行为将被杜绝。

The Shanghai Metro Operation Co said yesterday that new rules governing the use of the Metro would take effect on December 25.

It's the first time the rules have been amended since 2002 and the move comes after growing safety concerns caused by the behavior of passengers.

Commuters are also being warned to be careful of the gaps between trains and platforms and to cease boarding when the buzzer sounds and the siren lamp is flashing to avoid being hurt by closing doors and screen shields.

The family of a local man, Sun Shouhan, who died after being crushed by the closing screen and train doors when boarding Metro Line 1 in July, are suing the Metro operators for more than one million yuan (US$135,135) in compensation.

The Metro operators said for passengers to ignore the warning sirens and dash into the trains as the doors were closing was a dangerous practice that should be avoided.

The new rules will ban the use of skateboards and roller shoes on all platforms and trains. The operators are concerned that other passengers could fall on to the tracks after being accidentally run into.

There are also to be new limits on size and weight of what passengers can carry on to the trains. Passengers must make sure any goods they have "must not disturb the co-riders".

"Though what some passengers are carrying may not be overly large or heavy, it can be a problem for other passengers. Items such as folding bikes have been the focus of complaints and debate among commuters. Such items frequently spark quarrels, especially in the rush hour," said Yin Wei, the Metro company spokesman.

The new rules require riders travelling with such items to wrap them up well, especially in rainy and snowy weather, in case they hurt other passengers or damaged their clothes, Yin explained.

Pets are strictly banned from being taken to stations and board the trains while livestock is also to be discouraged unless kept in completely wrapped-up cages.

The Metro operators are also calling on passengers to take care to use the automatic ticketing machines and escalators properly.
